The Halfway House Service Model

HSM programME

Breakthrough Missions is a community partner of the Singapore Prisons Service, offering the Halfway House Service Model (HSM) Programme.

Residents placed from prison under the HSM programme go through a Christian faith-based community programme for approximately six months to a year. A team of social workers is assigned to journey closely with them, providing counselling, case management, and continued aftercare follow-up even after they reintegrate back home upon finishing the programme at the halfway house.

1. Daily Chap​el

A regular worship session that provides residents with spiritual grounding, reflection, and encouragement through prayer, worship, and short messages.

2. Morning​ Devotion and Small Group Bible Study

Structured time for personal devotion and guided small group discussions to deepen biblical understanding, build peer support, and encourage spiritual growth.

3. Night Classes with Volunteers and Church Groups

Evening sessions facilitated by volunteers and church partners that support faith formation, life skills, and reintegration readiness.

a. Alpha Cou​rse
An introductory course exploring the foundations of the Christian faith through videos, discussions, and shared reflection.

b. Overcomers’ Fellowship
A support group focused on recovery, accountability, and developing resilience in overcoming personal struggles.

c. Ukulele / Computer / English / Reintegration Class
Skills-based classes that enhance residents’ practical abilities, communication, digital literacy, and preparation for community reintegration.

3. Night Classes with Volunteers and Church Groups

Evening sessions facilitated by volunteers and church partners that support faith formation, life skills, and reintegration readiness.

4. SOUL Program: SPS Psychoeducation Course

A structured psychoeducational programme developed by the Singapore Prisons Service that builds self-awareness, emotional regulation, problem-solving, and pro-social decision-making.

5. One-to-One Counselling

Individual sessions with social workers that address personal challenges, goal setting, relapse prevention, and tailored reintegration planning.

6. Group Counselling

Facilitated group sessions that promote peer learning, mutual support, and development of coping strategies throu​gh shared experiences.

7. Employment in Breakthrough’s Social Enterprises

Work opportunities within social enterprises that provide job training, income stability, routine, and employability skills.

8. Family Engagement Events

Programmes that strengthen family relationships through bonding activities, communication building, and reconciliation support.

10. Pro-Social Activities

Activities that encourage positive social integration and healthy community participation.

a. Attending Church on ​Sundays

Participation in weekly church services to maintain spiritual connection and community belonging.

b. Serving and Involvement in Ch​urch

Engagement in church ministries or volunteer roles that build responsibility, confidence, and social networks.
